LTC Air Travel Rules for Government Employees 2026: Complete Guide

TL;DR

Leave Travel Concession (LTC) allows Central Government employees (and many state government and PSU employees) to claim reimbursement for travel to their hometown or anywhere in India during a 4-year block. Economy class air travel is allowed for employees in Pay Level 9 and above; the earlier restriction to Air India has been relaxed, so entitled employees can now fly any scheduled airline at the lowest fare. The current block is 2026-2029 (1 January 2026 to 31 December 2029); the previous 2022-2025 block ended on 31 December 2025, but its grace period for completing an already-planned, unused journey runs through 31 December 2026 (DoPT clarification, O.M. F.No.31011/07/2025-Estt.A-IV dated 1 July 2025). Book through HappyFares to find the best economy class fares for your LTC journey.

Updated October 2026 · HappyFares

The current LTC block year for central government employees is 2026-2029, running from 1 January 2026 to 31 December 2029 under Rule 4 of the CCS (LTC) Rules, 1988, split into two-year sub-blocks of 2026-2027 and 2028-2029. The previous 2022-2025 block has ended, but DoPT guidance extends the grace period for completing an unavailed journey from that block through 31 December 2026 (DoPT O.M. F.No.31011/07/2025-Estt.A-IV dated 1 July 2025). Within the current block, an employee gets two LTC journeys total, one per sub-block, either as two Hometown trips or as one Hometown trip plus one Anywhere-in-India trip; one unused LTC can carry forward to the next sub-block. Separately, the LTC Special Dispensation Scheme lets employees at every pay level, including those not otherwise entitled to fly, use air travel to the North East, Jammu and Kashmir, Ladakh, or the Andaman and Nicobar Islands by converting one Hometown LTC; DoPT most recently extended this scheme to run from 26 September 2026 to 25 September 2028. Block years and entitlements are fixed by DoPT, so confirm the latest position in the current DoPT Office Memorandum before you file.

What Is LTC (Leave Travel Concession)?

Leave Travel Concession, commonly known as LTC, is a benefit provided to government employees in India that reimburses travel expenses for journeys to their hometown or to any place in India. The scheme is designed to help government servants and their families travel during leave periods without bearing the full cost of transportation.

LTC is governed by the Central Civil Services (Leave Travel Concession) Rules, 1988, and has been updated through various government orders and office memorandums issued by the Department of Personnel and Training (DoPT) and the Ministry of Finance over the years. It is one of the most valued non-salary benefits for government employees, especially those posted far from their home states.

The concession covers the cost of travel (rail, air, or road) for the employee and their eligible family members. It does not cover accommodation, food, or other expenses at the destination, only the journey itself.

Who Is Eligible for LTC?

Understanding LTC eligibility is crucial before planning your travel. Here is a breakdown of who qualifies.

Central Government Employees

All regular Central Government employees are eligible for LTC from the date of joining service. This includes employees of all central ministries, departments, and attached/subordinate offices. Contractual and daily-wage employees are generally not eligible unless their contract specifically includes LTC.

State Government Employees

Most state governments offer their own version of LTC with rules that may differ from the central scheme. The entitlements, destinations, and eligible travel class vary from state to state. Employees should check their state-specific LTC rules.

PSU and Autonomous Body Employees

Public Sector Undertaking (PSU) employees, employees of autonomous bodies, and staff of statutory organisations often have LTC benefits that mirror or are similar to central government rules. The specific terms depend on the organisation’s HR policy.

Eligible Family Members

LTC covers travel for the employee and their family, which includes:

  • Spouse
  • Two surviving children (children born before a certain date may be exempt from the two-child norm)
  • Dependent parents (if residing with the employee)
  • Dependent unmarried minor brothers and sisters (in certain cases)

It is important that the family members are listed as dependents in the employee’s service record. The definition of “family” for LTC purposes is specific, and employees should confirm with their establishment section.

LTC Block Year Cycle: How It Works

LTC operates on a 4-year block cycle, split into two 2-year sub-blocks. Across the full four-year block, an eligible Central Government employee gets two LTC journeys in total, one per sub-block:

LTC Type Frequency per Block Destination
Hometown LTC Up to 2 times (once per 2-year sub-block) Declared hometown only
All India LTC Up to 1 time per block, by converting one of the two Hometown journeys Anywhere in India

Effectively, an employee gets two LTC journeys across the four-year block: either two Hometown trips, or one Hometown trip plus one Anywhere-in-India trip by converting one of the two. It is not possible to claim both a second Hometown LTC and a separate Anywhere-in-India LTC in the same block; the All India option replaces one Hometown journey rather than adding to it.

Recent and Upcoming Block Years

  • 2018-2021 Block: Expired (carryover was allowed into the following grace year)
  • 2022-2025 Block: Ended 31 December 2025; grace period for completing an already-planned, unavailed journey runs through 31 December 2026
  • 2026-2029 Block: Current block, running 1 January 2026 to 31 December 2029

If you have an unused, already-planned LTC journey from the 2022-2025 block, DoPT guidance lets you complete it during the 2026 grace period, subject to your department’s approval. Do not let your LTC lapse; plan your travel well in advance and confirm the current grace-period terms with your establishment section.

Air Travel Entitlement Under LTC: Grade-Wise Rules

One of the most common questions government employees have is: Am I eligible to fly under LTC? The answer depends heavily on pay level, and it is a narrower group than many employees assume.

Economy Class (Pay Level 9 and above)

Air travel under LTC is admissible only from Pay Level 9 upward of the 7th Central Pay Commission (CPC) pay matrix. Employees in Level 9 through Level 13 are entitled to economy class air travel under LTC, with reimbursement limited to the economy class fare on the shortest direct route.

Business Class (Senior Officers)

Officers at the level of Joint Secretary and above, or equivalent positions in Pay Level 14 and above of the 7th CPC pay matrix, may be entitled to business class air travel on domestic routes. This is a relatively small group of senior bureaucrats.

Levels 6 to 8: air travel for official tour, not for LTC

Employees in Pay Level 6 to Level 8 are entitled to air travel for official tour (Travelling Allowance) purposes, but that air entitlement does not extend to LTC. This was clarified by DoPT vide Office Memorandum No. 31011/8/2017-Estt.A-IV dated 19 September 2017, which states that travel entitlements for LTC follow TA entitlements except for the Level 6-8 air entitlement, which applies to TA only. In practice, Level 6-8 employees claiming LTC are reimbursed at their entitled rail class unless their journey qualifies under the Special Dispensation Scheme described below.

Levels 1 to 5: rail only for LTC, with a regional exception

Employees in Pay Level 1 to Level 5 are not normally entitled to air travel for LTC at all; their entitled class is the applicable rail class. The exception, for every pay level including Levels 1-8, is the Special Dispensation Scheme covering the North East Region, Jammu and Kashmir, Ladakh, and the Andaman and Nicobar Islands, described in the next section.

Summary Table: Air Travel Entitlement for LTC by Pay Level

Pay Level (7th CPC) Approximate Grade LTC Air Travel Entitlement
Level 1 to Level 5 Group C Rail only; air only via the Special Dispensation Scheme (NER/J&K/Ladakh/A&N)
Level 6 to Level 8 Group B / senior Group C Air entitled for official tour only, not LTC; rail class for ordinary LTC, air via Special Dispensation Scheme
Level 9 to Level 13 Group B / Group A (Junior) Economy class
Level 14 and above Joint Secretary and above Business class (domestic)

For employees in Level 1 to Level 8 who want to fly on LTC outside the Special Dispensation Scheme, the normal position remains rail travel at their entitled class; always confirm your own entitlement with your establishment section and the latest DoPT Office Memorandum before booking air tickets against an LTC claim.

LTC Special Dispensation Scheme: Air Travel to NER, J&K, Ladakh and the Andaman & Nicobar Islands

The Special Dispensation Scheme is the main route by which employees who are not otherwise entitled to fly on LTC, meaning most of Level 1 to 8, can use air travel on LTC. Under the scheme, an eligible employee can convert one Hometown LTC in a four-year block to visit the North East Region, Jammu and Kashmir, Ladakh, or the Andaman and Nicobar Islands by air, regardless of their normal pay-level entitlement.

Key conditions

  • Air tickets must be purchased only through the authorised travel agents described later in this guide.
  • Employees whose hometown and headquarters are the same are generally not eligible for this conversion facility.
  • If an employee’s declared hometown is itself in one of the four specified regions, they can convert their Hometown LTC to visit one of the other three regions instead.
  • Fresh recruits get an additional conversion specifically for a visit to Jammu and Kashmir or Ladakh, on top of the general scheme.

DoPT periodically extends this scheme; it has most recently been extended to run from 26 September 2026 to 25 September 2028. Confirm the current validity dates and conditions with the latest DoPT Office Memorandum before booking, since the scheme has historically been extended in two-year increments rather than made permanent.

Airline Rules: Air India Mandate and Relaxations

Historically, LTC rules mandated that government employees must travel only on Air India (the national carrier) when claiming air travel reimbursement. This was a long-standing requirement that often caused inconvenience due to limited route availability and scheduling constraints.

Relaxation of the Air India-Only Rule

Over the years, the government has issued multiple orders relaxing this restriction. Key changes include:

  • Scheduled airlines permitted: Employees entitled to fly under LTC can now travel on any scheduled domestic airline, not just Air India. This was a major relief, as it opened up far more route options and competitive fares.
  • Lowest fare condition: The reimbursement is limited to the lowest available economy class fare on the date of booking. Employees are expected to book the most economical fare available.
  • Advance booking encouraged: The government encourages employees to book well in advance to secure lower fares, which also helps in smoother reimbursement processing.

This relaxation means that, if you are entitled to fly on LTC, you can search across all airlines on HappyFares and pick the most affordable economy class flight for your journey, no longer restricted to a single carrier.

Important Conditions

  • The fare must be for a direct or shortest route between the origin and destination.
  • Non-direct routes may be reimbursed only if no direct flight exists or if the connecting route is cheaper.
  • Upgrades to premium economy or business class (for those not entitled) will not be reimbursed, only the base economy fare is eligible.
  • Travel must be on a scheduled commercial flight, not a chartered service.
  • Air tickets must be booked directly from the airline or through one of the DoPT-authorised agencies named later in this guide for the fare to be reimbursable.

Destinations Allowed Under LTC

Hometown LTC

Under Hometown LTC, you can travel only to the hometown declared in your service records. This is typically your native place or the place where your family permanently resides. The hometown can be changed once during service, subject to the controlling officer’s approval, and only if there is a genuine reason such as permanent relocation of family.

All India LTC

The “Anywhere in India” LTC allows travel to any place within India, by converting one of your two Hometown journeys in the block. This is particularly popular for visiting destinations like the Northeast, Andaman and Nicobar Islands, Jammu and Kashmir, Ladakh, Kerala, and Goa. There is no restriction on the destination, it can be any city, town, or tourist spot within the country.

For both types, the reimbursement covers the fare for travel by the shortest route from the place of posting (or the last halt) to the destination and back.

LTC Reimbursement Process: Step by Step

Claiming your LTC reimbursement involves several steps. Here is a clear, step-by-step guide.

Step 1: Get LTC Advance (Optional)

You can apply for an LTC advance before your journey. The advance is typically up to 90% of the estimated travel cost, and can be drawn up to 65 days before the journey start date. Submit the LTC advance form to your drawing and disbursing officer (DDO) along with the estimated fare details. The advance is adjusted against the final reimbursement claim.

Step 2: Apply for Leave and LTC

Submit your leave application along with the LTC application form (the standard form used in your department). Get the LTC sanctioned by your controlling officer before the journey. The form requires details of family members travelling, destination, mode of travel, and estimated cost.

Step 3: Book Your Flights

If you are entitled to fly under LTC, or your journey falls under the Special Dispensation Scheme, book air tickets directly from the airline or through one of the authorised agencies named later in this guide, at the lowest available fare. Use HappyFares to compare fares across all airlines and find the best deal. Keep the booking confirmation, e-ticket, and payment receipt safe, you will need them for the claim.

Step 4: Complete the Journey

Travel as planned. Retain your boarding passes for all flights, this is critical. Many departments will not process your claim without boarding passes as proof of travel.

Step 5: Submit the Reimbursement Claim

After returning, submit the following to your establishment or accounts section within the timeline your department specifies (commonly one month of return where an advance was drawn):

  • Filled LTC claim form
  • E-tickets and boarding passes
  • Payment proof (bank/card statement showing the transaction)
  • Fare receipt or invoice
  • Leave sanction order
  • Self-declaration / certificate of journey performed

Step 6: Claim Processing

The accounts section verifies your documents, checks the fare against eligible limits, and processes the reimbursement. Any advance taken is adjusted. The reimbursement is credited to your salary account, usually within 30-60 days of submission.

Documents Required for LTC Air Travel Claim

Keep this checklist handy when preparing your LTC claim:

LTC Document Checklist

  • LTC application form (sanctioned by controlling officer)
  • Leave sanction order
  • Air ticket / e-ticket for all passengers
  • Boarding passes (all sectors)
  • Payment receipt or invoice from the booking platform
  • Bank or credit/debit card statement showing the fare payment
  • Self-declaration / undertaking that the journey was performed
  • Certificate from controlling officer (if required by your department)
  • LTC advance adjustment details (if advance was taken)

Pro tip: Take photos of your boarding passes immediately after the flight. Physical boarding passes fade quickly and become unreadable within weeks.

Recent Changes in LTC Rules (2024-2026)

The government has made several notable updates to LTC rules in recent years. Here are the key changes relevant in 2026.

Special Dispensation Scheme Extension

The government has periodically extended the Special Dispensation Scheme that lets any employee, regardless of pay level, fly to the North East, J&K, Ladakh, or the Andaman and Nicobar Islands by converting one Hometown LTC. The scheme’s current validity runs from 26 September 2026 to 25 September 2028. This remains the main route by which Level 1-8 employees fly on LTC; it has not been made a permanent, general air entitlement for those levels.

Relaxation of Carrier Restrictions

The mandatory requirement to fly only on Air India has been further relaxed for employees who are entitled to fly. Employees can now book any scheduled domestic airline, which provides more flexibility in terms of routes, timings, and pricing.

Digital Documentation

Many departments have moved towards accepting digital/electronic copies of tickets and boarding passes. E-tickets downloaded from airline websites or booking platforms are widely accepted. However, physical boarding passes are still preferred by some departments, so it is best to retain both.

Block-Year Grace Period

DoPT guidance provides that a four-year block and its two-year sub-blocks automatically get a one-year grace extension for completing an already-planned, unavailed journey. This is why unused LTC from the 2022-2025 block can still be completed in 2026, subject to departmental approval.

Fare Ceiling Updates

The fare ceiling for air travel reimbursement is periodically reviewed. There is no fixed rupee ceiling published by pay level; reimbursement is tied to the lowest available fare in the entitled class on the shortest route. Always check the latest DoPT/Ministry of Finance circulars for the current position.

LTC Cash Voucher Scheme (closed, historical)

The LTC Cash Voucher Scheme was a one-time measure introduced in October 2020 during the COVID-19 pandemic, for employees who could not travel during the 2018-2021 block. It has not been reopened for the 2022-2025 block or the current 2026-2029 block, so there is currently no standing option to receive a cash payment in place of actually travelling.

How It Worked

Under the scheme, employees who chose not to use their LTC for actual travel could receive a cash payment equivalent to their LTC fare entitlement. In return, the employee had to spend an equivalent amount (or three times the amount, depending on the specific order) on purchasing goods and services that attracted GST of 12% or more.

Key Conditions (as they applied during the scheme)

  • The purchase had to be made via digital payment (no cash transactions).
  • The goods/services had to attract a minimum GST rate of 12%.
  • The employee had to provide GST invoices as proof of purchase.
  • The deemed LTC fare was calculated based on the employee’s entitled class and a standard fare table.
  • Leave encashment of 10 days was also part of the scheme.

If you are claiming LTC in the current 2026-2029 block, plan to actually undertake the journey; check with your establishment section if you believe a successor scheme has been announced, but none is in force as of this update.

Tips for Maximising Your LTC Benefit

Here are practical tips to get the most out of your LTC entitlement.

1. Book Early for Lower Fares

Air fares are lowest when booked 30-60 days in advance. Since LTC reimburses the lowest economy class fare, booking early ensures your actual expense stays within the reimbursable limit. Search on HappyFares to compare fares across airlines and dates.

2. Plan Around Off-Peak Periods

Avoid peak travel seasons (Diwali, Christmas, summer holidays) when fares spike. Mid-week flights (Tuesday to Thursday) are generally cheaper than weekend departures. This not only saves money but also makes the reimbursement process smoother since fares are well within the ceiling.

3. Use All India LTC Strategically

The “Anywhere in India” LTC, used by converting one of your two Hometown journeys, is perfect for visiting destinations that are expensive to reach: the Northeast, Andaman and Nicobar Islands, Ladakh, or Port Blair. Use your remaining Hometown LTC for the regular hometown visit and reserve the conversion for a more distant destination where the flight reimbursement really adds value.

4. Do Not Let LTC Lapse

Each block has a fixed validity. If you do not use your LTC within the block, you lose it, unless a grace-period carryover is allowed for an already-planned journey. Plan your LTC travel in the first two years of the block to avoid last-minute rushes and higher fares in the final year.

5. Keep Meticulous Records

Maintain a file with all your LTC documents, sanction orders, tickets, boarding passes, payment proofs. A well-organised file speeds up claim processing and avoids back-and-forth with the accounts section.

6. Check for Latest Government Orders

LTC rules are updated frequently through office memorandums. Before planning your LTC travel, check the latest circulars from DoPT and the Ministry of Finance. Your establishment section should also be able to guide you on the most current rules.

LTC Encashment 2026: Latest Rules Decoded

Leave Travel Concession rules for central government employees are refined from time to time through Office Memoranda issued by the Department of Personnel and Training (dopt.gov.in), covering airfare entitlements, rail travel norms, and the leave encashment that can be taken alongside LTC. Several lakh central government employees are eligible for LTC during the 2026-2029 block year. This addendum decodes the operational points you need to claim LTC and the linked leave encashment correctly in 2026.

The framework continues to rest on the Supplementary Rules read with the 7th Pay Commission recommendations. The points that most often trip up claimants are the class of travel each pay level is entitled to, documentation rules for rail reimbursement, and the distinction between domestic LTC and the limited foreign LTC available to Indian Foreign Service officers and select senior categories. Employees who plan early and read the latest Office Memoranda are far less likely to have part of a claim disallowed.

Operational Rules to Check Before You Book

Two long-standing conditions matter most for air travel under LTC. First, reimbursement is limited to the lowest available fare in the class you are entitled to on the shortest route, so the entitlement is a class of travel rather than a fixed rupee ceiling. Second, the Department of Personnel and Training requires air tickets to be booked directly from the airline or through the authorised agents Balmer Lawrie, Ashok Travels and Tours, or IRCTC for the fare to be reimbursable.

Third, on rail travel, employees in the lower pay levels have their 7th CPC-entitled rail class for LTC journeys, with sleeper class used when the entitled class is not available. Fourth, leave encashment alongside LTC is capped at 60 days across an employee’s entire service, with each LTC claim allowing up to 10 days of earned leave to be encashed.

Fifth, the foreign LTC scheme available to Indian Foreign Service officers limits reimbursement to economy class on the shortest practical route, regardless of the airline class actually flown. Claims are commonly disallowed in part when the fare claimed sits above the entitled class or was not the lowest available on the date of booking, so the entitlement rules are worth checking before you book.

2026-2029 Block Year LTC Cycle

The current LTC block runs from 1 January 2026 to 31 December 2029, a four-year cycle under Rule 4 of the Central Civil Services (LTC) Rules 1988. Within this block, every eligible employee can claim two LTC journeys in total: either two Hometown LTCs (one per two-year sub-block), or one Hometown LTC plus one Anywhere in India LTC by converting one of the two, per the Department of Personnel and Training (dopt.gov.in, DoPT FAQ O.M. F.No.31011/07/2025-Estt.A-IV dated 1 July 2025). An employee cannot claim more than two LTC journeys in a single four-year block under the normal rules.

The block is further divided into two-year sub-blocks: 2026-2027 and 2028-2029. An employee who does not avail LTC in a sub-block can carry forward that one LTC to the next sub-block, but not beyond the four-year block. New entrants to government service can instead claim three Hometown LTCs and one Anywhere in India LTC in each of the first two four-year blocks measured from their date of joining, roughly their first eight years of service, replacing the standard block-year cycle for that initial period.

Because the fresh-recruit concession is measured from each employee’s own date of joining rather than from the calendar block years, the point at which an individual employee moves onto the standard block cycle varies by joining date. LTC entitlements are commonly left unused, so it is worth confirming your own block-year position and transition point with your establishment section rather than assuming a claim is still available.

Air Travel Entitlement by Pay Level

Air travel entitlement under LTC is set by pay level and starts only from Level 9, and reimbursement is limited to the lowest available fare in the entitled class on the shortest route. The table below summarises the entitled class by pay level. Confirm the current position in the latest DoPT and Ministry of Finance Office Memoranda (finmin.nic.in) before you book.

Pay Level (7th CPC) Entitled Class for LTC Domestic Reimbursement Basis Hill / North East Sectors
Level 14 and above Business Class (air) Entitled class, lowest available fare Entitled class, lowest available fare
Level 9 to 13 Economy Class (air) Lowest available economy fare, shortest route Lowest available economy fare, shortest route
Level 6 to 8 Rail (entitled class); air allowed for TA, not LTC Rail fare, entitled class Economy air allowed only under the Special Dispensation Scheme (NER/J&K/Ladakh/A&N)
Level 1 to 5 Rail (entitled class) Rail fare, entitled class; air travel is not the normal entitlement Economy air allowed only under the Special Dispensation Scheme (NER/J&K/Ladakh/A&N)

Two caveats matter. Air tickets must be booked directly from the airline or through one of the three authorised agencies, and the cheapest available fare on the date of booking is the benchmark for reimbursement. Employees who book through other channels risk having the claim disallowed even when the actual fare is low, so confirm the booking route with your establishment section first.

Domestic LTC vs Foreign LTC Differences

Domestic LTC is available to all eligible central government employees and covers travel anywhere within India during the four-year block, with reimbursement of rail or air fare up to the entitled class. Foreign LTC, by contrast, is restricted to Indian Foreign Service officers, members of the Indian Foreign Service B, and select senior officers on deputation abroad, per the Ministry of External Affairs scheme read with DOPT (dopt.gov.in, 2026).

The eligibility universe is starkly different. Domestic LTC is open to the entire central government workforce, while foreign LTC covers only a small pool of officers in each block. Despite the optical glamour of foreign LTC, the reimbursement is tightly capped at economy class on the shortest route to the officer’s home country or designated foreign station, and cannot exceed the actual fare paid. For most IFS officers, the in-hand benefit after taxes and route restrictions is less than a comparable domestic Anywhere in India claim covering a family of four.

Parameter Domestic LTC Foreign LTC
Eligible Universe All central government employees IFS, IFS-B, select senior categories
Destination Anywhere in India or Hometown Home country / designated station
Class Cap Up to Business (Level 14+) Economy only
Frequency per Block 2 total (2 HT, or 1 HT + 1 AII by conversion) 1 per block
Documentation Standard LTC bill + boarding pass Passport, visa, foreign exchange certificate
Encashment Linkage Yes, up to 10 days Yes, up to 10 days

Encashment Process: How the Basic Pay Math Works

Leave encashment along with LTC follows a formula under Rule 38-A of the CCS Leave Rules 1972, allowing an employee to encash up to 10 days of earned leave on each LTC, capped at 60 days across the entire service. The days encashed are debited from the earned leave balance, so confirm your available balance with your establishment section before applying (dopt.gov.in).

The encashment value is computed as Basic Pay plus Dearness Allowance divided by 30, multiplied by the number of days encashed. Consider a Level 8 employee with Basic Pay of ₹56,100 and DA at the rate in force. Using an illustrative DA of 53 percent of basic, the daily encashment value works out to (₹56,100 plus ₹29,733) divided by 30, equal to about ₹2,861 per day. For a full 10-day encashment along with one LTC, the employee receives about ₹28,610 in addition to the actual fare reimbursement. Use your own current basic pay and the DA rate actually in force on the date of your claim, since DA is revised periodically.

Three procedural steps govern the claim. First, the employee files the LTC advance form prior to the journey for advance sanction. Second, the advance can be drawn up to 90 percent of the estimated fare, up to 65 days before the journey start date. Third, where an advance has been drawn, the final claim along with tickets, boarding passes, and the encashment application must be submitted within one month of the return date, failing which the advance is recovered with interest.

Tax Disclaimer: LTC fare reimbursement is exempt under Section 10(5) of the Income Tax Act 1961, subject to conditions including the journey being undertaken within India and the exemption being available only twice in a block of four calendar years. Encashment of earned leave during service is fully taxable as salary. Consult your department finance cell or a chartered accountant for personalised tax computation before filing your claim.

LTC 2026 FAQs

1. What is the current LTC block year for central government employees?

The current LTC block runs from 1 January 2026 to 31 December 2029 under Rule 4 of the CCS LTC Rules 1988. It is divided into two sub-blocks of 2026-2027 and 2028-2029. The previous 2022-2025 block has ended, with a DoPT-recognised grace period for completing an already-planned, unavailed journey through 31 December 2026.

2. How many LTCs can I claim in the 2026-2029 block?

Eligible employees can claim two LTC journeys in the block, one per two-year sub-block. Either both can be Hometown LTCs, or one of the two can be converted into an Anywhere in India LTC. You cannot claim more than two journeys in the four-year block under the normal rules.

3. What should I check before booking LTC air tickets?

Check the class of travel your pay level entitles you to for LTC specifically, since the TA (tour) air entitlement for Level 6-8 does not carry over to LTC. Book the lowest available fare on the shortest route, and book directly from the airline or through the authorised agencies Balmer Lawrie, Ashok Travels and Tours, or IRCTC. Confirm the current position in the latest DoPT Office Memorandum before you pay.

4. Can I claim LTC for foreign travel?

Foreign LTC is restricted to Indian Foreign Service officers, IFS-B members, and select senior categories on deputation abroad. Regular central government employees in domestic postings cannot claim LTC for foreign travel, only for journeys within India, per DOPT rules.

5. What is the airfare entitlement for Level 11 employees?

Level 11 employees are entitled to economy class air travel under LTC. There is no separate published rupee ceiling by pay level: reimbursement is limited to the lowest available economy class fare on the shortest route on the date of booking. Confirm the current position in the latest DoPT Office Memorandum.

6. Can Level 6 to 8 employees fly on LTC?

Not under the ordinary rules. DoPT Office Memorandum No. 31011/8/2017-Estt.A-IV, dated 19 September 2017, clarifies that the air travel entitlement for Pay Level 6 to Level 8 applies to official tour (TA) only, not to LTC. Employees in these levels are reimbursed at their entitled rail class for ordinary LTC journeys. Their main route to flying on LTC is the Special Dispensation Scheme for journeys to the North East, Jammu and Kashmir, Ladakh, or the Andaman and Nicobar Islands, which is open to every pay level by converting one Hometown LTC.

7. Can I book LTC tickets through any travel agent?

No. Air tickets should be booked directly from the airline or through Balmer Lawrie and Company, Ashok Travels and Tours, or Indian Railways Catering and Tourism Corporation. Tickets booked through other agents risk being disallowed, even when the actual fare is low, unless your department grants a relaxation.

8. What is the maximum leave I can encash across my service?

The lifetime ceiling for LTC-linked leave encashment is 60 days across the entire service. Each LTC claim can draw up to 10 days, so an employee can avail 6 separate encashment events of 10 days each before exhausting the lifetime cap, per CCS Leave Rules.

9. Can sleeper class be claimed if the entitled rail class is unavailable?

Employees use their 7th CPC-entitled rail class for LTC rail travel, and sleeper class is used when the entitled class is not available. Check the current entitlement table in the latest DoPT Office Memorandum before you book.

10. Is LTC fare reimbursement taxable?

LTC fare reimbursement is exempt under Section 10(5) of the Income Tax Act 1961, available twice in a block of four calendar years for journeys within India. Leave encashment along with LTC is fully taxable as salary. Consult your department finance cell for filing.

11. Can I carry forward an unutilised LTC to the next block?

One LTC can be carried forward from the first sub-block to the second sub-block within the same four-year block. Carry-forward beyond the block, such as from 2026-2029 to 2030-2033, is not permitted, per Department of Personnel and Training rules.

12. What documents are required for the final LTC claim?

Required documents include the original tickets or e-tickets, boarding passes for air travel, the LTC bill in prescribed format, a self-declaration regarding family members travelled, and the leave sanction order. Claims must be submitted within the timeline your department specifies, which is commonly one month of return where an LTC advance was drawn.

13. Who counts as family for LTC purposes?

Family for LTC includes spouse, two dependent children, dependent parents residing with the employee, and dependent unmarried minor brothers and sisters. The two-child limit applies to children born after 20 October 1998, with exceptions for twins and pre-existing children, per DOPT rules.

14. Can I take LTC advance and how much?

An advance up to 90 percent of the estimated entitled fare can be drawn 65 days before the journey commences. The advance is adjusted against the final claim, with any excess recovered in instalments. Tickets must be produced within 10 days of advance receipt, per DOPT rules.

15. What happens if I do not avail any LTC in the block?

Unutilised LTC entitlements lapse at the end of the four-year block and cannot be revived or compensated in cash (the COVID-era Cash Voucher Scheme is closed and has not been reopened for this block). Employees should track their block-year entitlements and plan their journeys to maximise reimbursement and the linked encashment benefit.

16. Is LTC available during the probation period?

New entrants in their probation period are eligible for LTC, but the journey can be undertaken only after completion of one year of continuous service. The first eight years (measured from date of joining, across the first two four-year blocks) follow the special three Hometown plus one Anywhere in India pattern, per Department of Personnel and Training rules.

Always verify the latest Office Memoranda on dopt.gov.in, finmin.nic.in, and cgda.nic.in before filing your LTC claim, as rules and airfare caps are revised periodically. Consult your department finance cell for case-specific guidance.

Common Questions

Who is eligible for LTC air travel in India?

Only employees in Pay Level 9 and above are generally entitled to air travel under LTC (business class from Level 14). Levels 1-8 are normally reimbursed at their entitled rail class for LTC, with air travel available to them only through the Special Dispensation Scheme to the North East, J&K, Ladakh, or the Andaman and Nicobar Islands. State government employees and PSU staff may also be eligible depending on their respective rules. Family includes spouse, two surviving children, dependent parents, and in certain cases, dependent siblings. Eligibility begins from the date of joining service.

Can government employees fly any airline under LTC?

Yes, if they are entitled to fly under LTC in the first place. The original LTC rules mandated travel only on Air India, but this has been progressively relaxed. Entitled employees can now travel on any scheduled domestic airline, provided they book the lowest available economy class fare. This makes it easier to find convenient flights and better fares through platforms like HappyFares.

What is the LTC block year cycle and how does it work?

LTC operates on a 4-year block cycle split into two 2-year sub-blocks. Across the full block, Central Government employees get two LTC journeys in total, either two Hometown trips, or one Hometown trip plus one Anywhere-in-India trip by converting one of the two. The current block is 2026-2029 (1 January 2026 to 31 December 2029); the previous 2022-2025 block has ended, with a grace period for completing an already-planned journey running through 31 December 2026, subject to departmental approval.

What class of air travel is allowed under LTC?

Economy class air travel is the entitlement for employees in Pay Level 9 to 13. Officers at the level of Joint Secretary and above (Pay Level 14 and above in the 7th CPC pay matrix) may be entitled to business class on domestic flights. Employees in Level 1 to 8 are normally reimbursed at their entitled rail class for LTC, with air travel available to them only under the Special Dispensation Scheme for specific regions.

What documents are needed to claim LTC reimbursement?

You need the LTC application form approved by your controlling officer, air or rail tickets with boarding passes where applicable, payment proof (credit/debit card statement or bank transaction), fare receipt or invoice, leave sanction order, and a self-declaration form. Some departments also require a certificate that the journey was actually performed.

What is the LTC Cash Voucher Scheme?

The LTC Cash Voucher Scheme was a one-time measure introduced during COVID-19 for the 2018-2021 block. It has not been reopened for the 2022-2025 or 2026-2029 blocks, so there is currently no standing option to receive cash in place of travelling; a journey must actually be performed to claim LTC.
