Almost every visa checklist asks for flight details, and almost every applicant then asks the same thing: do I have to buy the ticket first? The honest answer sits in the gap between a booking that exists and a file that only looks like one.
What do people actually mean by a dummy ticket?
The phrase covers two very different things, and they are usually discussed as if they were the same. The first is a genuine reservation: a real booking held in an airline’s system with a live PNR, created by an airline, a travel agent or an online agency, and either unpaid or fully cancellable. The second is a PDF built to look like a ticket for a journey that was never booked at all.
Only the first one is a document. The second is a picture of a document. That distinction, not the price difference between them, is what decides whether you are inside the rules or outside them.
Is a dummy ticket legal for a visa application?
A genuine reservation is legitimate. Missions routinely accept an itinerary or a reservation as evidence of intended travel dates, and several checklists ask for exactly that rather than a purchased ticket. There is nothing dishonest about holding a booking you have not paid for, as long as the booking is real and you present it as a reservation.
A fabricated ticket is a different matter entirely. Creating a document that records a booking which never existed, then submitting it to a government office, is document fraud. Indian law treats making a false document and using it as genuine as criminal offences, and immigration authorities abroad treat the same act as deception in an application.
The Schengen Visa Code, to take one widely used framework, permits a refusal where there are reasonable doubts about the authenticity of the supporting documents or the truth of their contents. Do consulates really verify flight bookings?
They can, and it takes very little effort. Most airlines let anyone retrieve a booking using the reference and the passenger’s surname, so a visa officer or a visa-centre clerk can check a PNR in seconds. A reference that does not resolve, or resolves to a different name or route, is an obvious problem.
There is a second failure mode that catches even people who thought they had a real booking. An unpaid reservation is cancelled automatically at the airline’s ticketing time limit, which can be a matter of hours or days. If the PNR lapsed before the file was checked, the applicant is left explaining a booking reference that now shows nothing.
What are the safer alternatives?
All of these are ordinary, above-board options, and any of them will stand up to a check:
- A refundable or flexible fare. It costs more up front, but you can cancel under the published fare rules if the visa is refused or delayed.
- A free-cancellation or fare-hold add-on where the airline or agent offers one. Availability and price change, so check what is actually on the booking page at the time.
- A genuine agent reservation. Ask for the PNR and the ticketing time limit in writing, and make sure the hold outlasts your appointment and expected processing time.
- Booking after approval if your checklist does not demand a reservation at submission.
One more safety net worth knowing: for tickets issued in India, the DGCA refund rules that took effect on 26 March 2026 give a free cancellation window of 48 hours when you book directly with the airline and 24 hours when you book through a travel agent or online travel agency, provided the booking was made at least 7 days before a domestic departure or 14 days before an international one. That helps if you change your mind quickly. It will not help weeks later when a decision finally arrives.
Should you buy the ticket before or after the visa decision?
Read your own checklist first, because this genuinely varies by country and by visa type. Some missions ask for a reservation or itinerary at submission. Others explicitly advise applicants not to buy non-refundable tickets or make final travel plans until the visa is issued, which is standard advice at United States missions.
Where you do have a choice, the sensible order is: hold or book refundable, apply, then confirm once the decision is in your hand. Keep the dates on the reservation consistent with the dates on your application, since a mismatch invites questions that a clean file would never have attracted.
Common Questions
Will a visa office reject me for showing an unpaid reservation?
Not by itself, if the checklist asks for a reservation or an itinerary. Problems arise when the document cannot be verified, when the dates contradict the rest of the application, or when a checklist specifically demands a confirmed ticket. Read the requirement wording carefully rather than assuming what is expected.
How long does a held reservation stay valid?
Until the airline’s ticketing time limit, which varies by airline, fare and route and can be short. Ask the agent or airline for the exact expiry date and time, and diarise it. If the hold is likely to lapse before your interview, a refundable ticket is the steadier choice.
Can I book a ticket, get the visa, and then cancel it?
You can cancel any ticket under its fare rules, and doing so is not dishonest. What you get back depends on the fare you bought. Since visa processing usually runs far longer than the DGCA free-cancellation window, a genuinely refundable fare is the practical version of this plan.
Is a hotel booking treated the same way?
Broadly yes. A real, cancellable hotel reservation is normal practice, while an invented confirmation is the same category of problem as an invented ticket. Hotels can confirm bookings just as airlines can, so keep it real and keep it cancellable.
What happens if a forged document is detected?
Expect refusal of that application at minimum. Depending on the country, a finding of deception can also mean a recorded refusal you must declare in every future application, a bar on applying for a period of years, and referral to the authorities. The downside is heavily out of proportion to the money saved.
Do I have to submit the ticket after the visa is granted?
Sometimes. A few visa categories and some employers or universities ask for the final ticket after approval, and airlines may ask to see onward travel at check-in. Check your grant letter and the destination’s entry requirements before you finalise your dates.
